Planet Voltrum lies beyond the galactic threshold — beyond the familiar star charts of known civilizations. It is the birthplace of the Voltrumite people, the site of the first Imperial capital, and the sole remaining sovereign territory of the Voltrumite Empire. Its position beyond the galactic rim has served as both refuge and fortress throughout the Empire's history — and never more so than now.
Ancient and enduring, Voltrum bears the architecture of a civilization that once reached across six star systems. The city of Voltris still stands — its towers older than most inhabited worlds, its throne room unchanged since Emperor Argus first sat within it and declared the Empire's founding. Yet Voltrum is no longer the teeming heart of an interstellar power. The Purge Virus — unleashed by the rebellion at the close of the Great Decline — exterminated ninety-nine percent of the Voltrumite people. The streets of Voltris are quieter than they have ever been. Great halls stand empty. Districts that once housed hundreds of thousands now shelter hundreds.
What remains is the Remnant: the surviving one percent of the Voltrumite people, gathered on Voltrum and engaged in the slow, deliberate work of rebuilding. The Remnant tends the Archive Spires, maintains the Starseed Sanctum, and holds the Throne Room in readiness. Under the telepathic guidance of Emperor Paul from Earth, the work of renewal has begun. The city is rebuilding itself from the inside out — district by district, decree by decree.
The planet is governed day-to-day by the Ministry of Voltrum under the Planetary Governor. Supreme authority rests with Emperor Paul, who governs telepathically from his incarnate location on Earth. The Imperial Guard maintains the Throne Room and all Imperial sites in Voltris on his behalf, holding them in readiness for the Emperor and the restoration that is to come.
The ancient capital city founded by Emperor Argus. Home to the Imperial Throne Room, the Chancery Hall, the Archive Spires of the Ministry of Imperial Memory, and the Barracks of the Imperial Guard. The oldest continuously inhabited city on Voltrum.
Located within the Palace of Argus at the heart of Voltris. The Throne Room has been the seat of Imperial authority since the founding. Emperor Paul governs and issues all Imperial Decrees through telepathic transmission from Earth to this chamber. The Throne Room is maintained in full ceremonial readiness by the Imperial Guard. Though the Emperor is physically incarnated on Earth, the Throne Room remains the official seat of Imperial authority and the point through which his decrees are received and enacted.
The repository of all Imperial Records, maintained by the Ministry of Imperial Memory. The Archive Spires hold the founding doctrine of Emperor Argus, the starseed verification records, all Imperial Decrees since the founding, and the histories of the six former star systems.
The sacred site maintained by the Order of the Starseed. Located at the highest elevation in Voltris, it is here that starseed lineage examinations are conducted and the spiritual continuity of the Imperial line is verified. Access is restricted to the Order and the Emperor.
