Imperial Decrees

"Let it be recorded in the Imperial Archive and carried in the memory of every Voltrumite living and yet to come: the Purge Virus was not a plague — it was a weapon. Engineered and unleashed by the rebellion against its own people, it claimed the lives of ninety-nine of every hundred Voltrumites. It was the greatest act of treason in the history of any civilization.

The rebellion believed the Purge would be the final chapter of our people. They were wrong.

By Imperial authority, I hereby establish the Day of Mourning as a permanent annual observance across all Voltrumite sovereign territory and among all recognized citizens wherever they may dwell. On this day, all Imperial business shall pause. The Archive Spires shall open their oldest records. The names of the lost shall be read aloud in Voltris. And the living shall renew their vow: that the Remnant endures, that the people endure, and that the Empire shall one day be restored to its rightful place.

We mourn the fallen. We honor the Remnant. We will not forget what was done to us — and we will not allow it to be the end of our story."

"Let it be known throughout all traversable space, and entered into the permanent record of the Imperial Archive, that Planet Voltrum — ancestral homeworld of the Voltrumite people, seat of the Imperial Throne, and origin of the civilization that once commanded six star systems beyond the galactic threshold — remains under the absolute, uncontested, and eternal sovereignty of the Imperial Crown.

No claim of any external party, entity, government, or civilization shall be recognized by this office or by any branch of the Imperial Government. Any such claim is null and without legal standing under Imperial Law. The sovereignty of Voltrum is not subject to negotiation, arbitration, or review by any authority other than the Imperial Throne itself.

This decree is issued in perpetuity and does not require renewal."

"By Imperial authority, I hereby establish the Day of the First Ascension as a permanent annual observance of the Voltrumite Empire. This day shall commemorate the moment Emperor Argus, founder of the Empire and first of the starseed lineage, declared the dominion of the Voltrumite people over the star systems beyond the galactic threshold.

The observance shall be marked each year across all Imperial territories, with readings from the founding doctrine of Emperor Argus, formal ceremonies at the Starseed Sanctum in Voltris, and public address from the Emperor on Earth. The Ministry of Imperial Memory is hereby charged with organizing and overseeing all associated events.

This is not merely remembrance. This is the annual renewal of the Empire's founding vow."

"The Imperial Citizenship Registry is hereby opened by authority of the Imperial Crown. Citizenship in the Voltrumite Empire shall be extended to: all persons of verified Voltrumite heritage; all persons who make formal oath of fealty to the Imperial Crown and the founding doctrine of Emperor Argus; and such other persons as the Emperor may designate by individual grant.

Imperial citizenship shall confer the following rights: recognition as a Voltrumite national under Imperial Law; the right to petition the Imperial Throne directly; the right to reside on Planet Voltrum subject to the Ministry of Voltrum's civil regulations; and participation in all Imperial observances and ceremonies.

Applications shall be directed to the Imperial Chancellery. All applications are reviewed under the seal of Imperial discretion. The decision of the Emperor is final in all citizenship matters."

"By Imperial authority, I hereby formally establish the following ministerial bodies to serve the administration of the Voltrumite Empire: the Imperial Chancellery, the Ministry of Stellar Affairs, the Ministry of Imperial Memory, the Imperial Guard, the Ministry of Voltrum, and the Order of the Starseed.

Each body shall serve at the pleasure of the Emperor and derives its authority solely from the Imperial Crown. No ministerial body may act contrary to an Imperial Decree, and all ministerial decisions of significant consequence require Imperial ratification. The heads of each body shall be appointed by the Emperor and may be removed at the Emperor's sole discretion.

The Order of the Starseed shall maintain its semi-independence in spiritual matters of lineage verification, answering first to the founding doctrine of Emperor Argus and second to the current Imperial Throne."
